2. Redefining of the coordination (changes of the working scope).

The record from the 19th meeting was unanimously adopted.

One item of the agenda was modified: the presentation of QIP (Quick Impact Projects) was excluded due to absence of the authorized person from the UNHCR.

Ad. 1
a) G.Shabani from MCIC reported on the meeting of the National Humanitarian Coordination. At the meeting, the organizations presented their activities. Dragi Zmijanac presented the position of the NGO humanitarian coordination for increased engagement of the local NGOs in the projects of the international organizations. The same was repeated by Boge Cadinoski, chairman of the NHC.

b) Some of the organizations submitted reports for the realized activities.
Mr. Saiti from Natira said that they were completing their activities regarding the project for host families that accommodated IDPs. The Natira has also distributed approximately five tones of flour in Nikustak and Orizare.

S. Todorovska from SOZM referred to the contacts they maintain with the IDPs accommodated in the collective centers. Some of the needs of the IDPs are satisfied by the activists of the organization.

S. Janevska from Medjasi reported on the realization of the psychosocial activities, such as: the art section, the drama and the language sections.

N. Rexhepi from the Coordination Body of Tetovo reported that a Regional center for minority affairs was opened in Tetovo.

Considerations about assistance for the IDPs

S. Todorovska from the SOZM said that priority was returning of the trust among the IDPs. According to their information, some of the displaced persons from the Tetovo region want to return to their homes but they do not have conditions to do that, because their houses are demolished and their furniture burnt.

G. Saiti from Natira said that the organizations that carry out reconstruction are more engaged in the reconstruction and not in the providing of furniture.

N. Rexhepi from the Coordination Body of Tetovo outlined that boilers and furnaces were distributed in Tetovo.

A. Krzalovski from the MCIC explained that the position of the international organizations was reconstruction according to humanitarian standards, while the position of the government was the buildings to be restored in their original condition. He stressed that regarding the furniture, it would be difficult to determine if something was destroyed or stolen, and according to that, criteria for compensation to be adopted, which is obligation of the government.

S. Todorovska from the SOZM said that it should be determined what could be provided for the IDPs who want to return.

M. Rahmani from Mesecina said that this issue should be set at the NHC and in front of the Ministry of Labor and Social Policy. The displaced persons cannot remain in the collective centers forever. A possible solution is with the funds foreseen in the budget for the displaced persons accommodated in the collective centers to be used as support for the returning process.

Conclusion: The UNHCR should be contacted for providing of the essential needs for the persons who return. The postions for support to the IDPs returning to be presented (elementary needs and reallocation the budget of the National Humanitarian Coordination.)

Ad. 3

A. Krzalovski from the MCIC pointed out that with the development of the events, the coordination should continue in different direction. The initiatives for post-crisis rehabilitation should be reviewed (transitional framework.) The inclusion of the local NGOs ought to be larger then in the past, through creation of several sub-committees, so one can see which organization can represent the NGO coordination and where.

S. Todorovska from the SOZM said that if the meetings of the NHC were taking place twice a month, then the local coordination should continue meeting on two-weekly basis. She stressed that a joint projects should be developed or the organizations to be divided according to the regions or the target groups.

M. Rahmani from Mesecina said that the Donors' conference would provide funds needed for realization of the development projects of the Transitional Framework. He suggested the scope also to include that the NGO humanitarian coordination would participate in the Transitional Framework.

Conclusion:

In the description of the scope of work, the following changes are implemented:

1) In the future communication, the NGO humanitarian coordination will be outlined.

2) Scope of work.

- The NGO coordination ought to gather and distribute information for:

- Participation in the realization of development programs in accordance with the Transitional framework, and in function of the returning to the delayed social programs.

- Support for returning of the displaced persons.

- Activities for trust-building.

3) Responsibilities

The NGO coordination is represented, according to the need, the members selected to do that.

4) Mechanism for work.

The NGO coordination will hold meetings twice-a-week, on Tuesdays.

5) Relations with other coordination mechanisms.

Two members of the NGO coordination will participate in the National Humanitarian Coordination.

Chairman of the next meeting will be the representative of PDAS Medjasi. SOZM and MCIC will participate at NHC.

The meeting started at 13,15h, and ended at 15.30h.
