The minutes from the 18th meeting was accepted.

Ad.1

a) M.Rahmani, Mesecina, informed about the National Humanitarian Coordination meeting. The organizations presented their activities, which had been decreased from the last period. He reported about NGO humanitarian coordination's dissatisfaction with the level of involvement of local NGOs. The chairman of NHC, Boge Cadinovski and the representative of NGO humanitarian coordination, asked for the delivery of the annual report for 2001 from all organisations acting during the humanitarian response of the crisis to NHC.

The statement of local NGOs was reported, that some of the activities of international NGOs were not adequate, because of lack of knowledge about the situaiton in the field and the mentality of the popullation.

b) The participants in the meeting submitted short oral reports, on the activities carried out in the previous period.

Medzasi organized two performances for chlidreens placed in their homes.

A. Jasarovski, Drom, informed that a multietnicall network was founded in Kumanovo, where several organizastion, such as: Daja, Drom, Arka, El hilal, etc. participated. The ammount of money was provided (UNICEF) for refugees from Kosovo, as for offices, phone, fax, computer. In these offices, the refugees are gathering.

Ad.2

Cooperation with International NGO Council. Related to discussion from previous meeting, A.Krzalovski, MCIC, explaned that in the moment cooperation at the level of obervers/guests is possible, but not as members.

M.Rahmani, Mesecina, said that we were oppen for cooperation with other NGOs, as well with international ones. He gave a proposal for estbalishment of a lobby-group at a national level in Macedonia.

D.Spasenoski, NGO Council, stressed that on NHC request, the report on the distribution of food and sanitary materials of international NGOs was prepared, concerning the period from July till December 2001.

It was asked that the report is handed over to NGO humanitarian coordination.

In order to establish a two-way comunication with the Council, A.Krzalovski, MCIC, proposed for the NGO humanitarian coordination to prepare an annual report for the activities in 2001, and each organisation is to hand over its report respectivly. This has to be done, because we are asking from others to report on their work, but we are not doing the same on ours.

D.Zmijanac, Medzasi, thought that there was no need for extra reports, because the information about the activities of Medzasi are distributed through e-mails or were accessible at the Internet. He repeated the request to the Government that when the international organisations are coming to our country they should be asked for greater involvement of local NGOs in their projects.

Requests for continuation of presence in collective centres. D.Kamberovska, Daja, informed that the displaced persons in collective centres are asking for continuation of the activities, i.e. constant presence of representatives of NGOs. The project with the Emmbassy had ended in December, but the displaced persons still had a need for conversation for their problems.

Coordination continued. D.Zmijanac from Medzasi rose the question for the necessity of continuation with the coordination, because there was deficit of activities.

A. Krzalovski from MCIC stressed that the humanitarian activities were gradually reaching the end, like the food distribution, adding that the development activities would be launched in the forthcoming period. He also reported on the UNHCR initiative for Transition Framework, which would open possibility for larger participation of the local NGOs.

Regarding the coordination, he stressed that the proposal made by A. Prusi and S. Todorovska at the December meetings for launching of trust-building projects should be reviewed. As he said, it ought to be seen how these joint activities could be formulated and suggested organizing of a separate workshop.

D. Zmijanac from Medzasi believes that the local NGOs have a problem with the international community because for the time being they operate only as executors of their projections. Increased engagement from them should be requested. D. Spasenoski from the NGO Council said that two local NGOs have been suggested for the Transition Committee: MCIC and El Hilal.

B. Sulejmani, Natyra, reacted to this proposal, because, as he said, the El Hilal has not participated at the NGO humanitarian coordination for some time, and therefore this organization could not represent the others in other forums. He rose the issue for exclusion of those who do not participate at the meetings.

D. Kamberovska from Daja said that it should be checked why some organizations do not participate at the meetings, and M. Rahmani from Mesecina added that discussion for new working agenda was necessary.

D. Zmijanac from Medzasi referred to the previous conclusion that instead of exclusion of the organizations, one should review why they do not participate, i.e. the coordination, as he said, should be redefined.

A. Krzalovski from the MCIC summarized the debate: the role of the NGO humanitarian coordination would be discussed at the next meeting (distribution of the working agenda); all members would be informed for the obligatory participation, because the future membership would be also discussed.

Problems on the ground with the international NGOs. N. Redzepi from the Coordination Body from Tetovo reported on the distribution of firewood in Tetovo municipality. The lists of users were submitted to CESVI, but the distribution was carried out without participation of the local NGOs. The distribution was made quite unprofessionally, for which the target group accuses the local NGOs. He asked the UNHCR to be informed that the lists were never returned.

M. Rahmani from Mesecina stressed that the same problems were also present in Gostivar, where 35 households never received firewood. This, as he said, was CESVI's failure and Mesecina would not take the responsibility for the future firewood distribution. B. Sulejmani said that there has been a similar problem in Matejce with CAD, whose activities are currently frozen.

Chairperson of the next meeting will be the representative of the Coordination Body from Tetovo. The MCIC and Medzasi will participate at the NHC.

The meeting started at 13:00 and finished at 15:30 o'clock.
