Ad.1

a) Emina Nuredinovska of MCIC gave the introduction. The Minutes of the 4th meeting of NHC had previously been distributed to the participants

Memedali Rahmani of Mesecina stressed that he was not consent with the statement of the Red Cross representative who had said that the IDPs from Tetovo in Gostivar had no documents and were socially endangered persons, not IDPs. In order to clarify the misunderstanding, a list of registered displaced persons by Mesecina will be submitted and will be compared to the list of registered persons with Red Cross in Gostivar. Also, a protest in writing was submitted to the relevant institutions for equation of the treatment of IDPs.

b) The participants submitted short oral reports, as well as reports in writing on the realised activities

food / non-food products

MCIC distributed aid in food and hygienic products (two trucks of the planned six) to the population in the villages of Vratnica and Jazince, Tetovo area.

El hilal distributed food and hygienic products in Aracinovo, Lipkovo (15 tons) and Sipkovica (5 trucks).

SAZM distributed 400 l of milk; 450 kg vegetables; 100 oil; 440 boxes of diapers and aid in clothes and shoes for 544 persons.

ROZM "Daja" clothes to 250 displaced families.

OOZM provided a baby bed, diapers and clothes for a baby accommodated with host family.
Natyra distributed food (39 tons) to the population in Lipkovo.

SAZM organised free medical examinations for displaced women and children accommodated with host families.

shelter/host families

From 08.08.2001, Megjasi, in co-operation with the Basic Rights and Democracy Committee from Germany, organised a summer camp in Ohrid for 50 displaced persons accommodated at the "Ranka Milanovic", "Stiv Naumov", and Cicino Selo collective centres, as well as for children of Albanian ethnicity accommodated with families.

SAZM branch in Cair, in co-operation with the local authorities in Cair, accommodated 3 families with 29 members from Matejce in a collective centre.

All information concerning IDPs can be obtained at the information centres of SOZM, OOZM and SAZM, as well as some of their branch offices in the crises areas.

psychosocial assistance

SOZM, ROZM "Daja", OOZM, SAZM and Megjasi continue their work in the field of psychosocial support of women and children.

other activities

OOZM organised a protest peace march in the 'Zena borec' park and presented peace messages in Macedonian and in English.

DROM participated in two peace campaigns ("It's enough' initiated by IOO and "Campaign for Peace and Reconciliation in Macedonia" initiated by "Civil")

Ad. 2

Memedali Rahmani, Mesecina, stressed that he was not satisfied with the activities undertaken by NHC for solving the problems of the displaced persons. He added that they would not participate in the local NGO co-ordination, unless more concrete measures are undertaken.
Savka Todorovska of SOZM stressed that the member organisations of NGO humanitarian co-ordination needed to inform where did they get the assistance from and to submit distribution lists. This should be done in order to provide for equal distribution of the aid among IDPs, since for a part of the displaced persons the only assistance provided were the parcels of the Red Cross, while others got much more. She also mentioned that the NGO humanitarian co-ordination acted disorganized and there were no larger effects of the undertaken activities.

On the other hand, the representative of Natyra felt that the work of the NGO humanitarian coordination already showed significant results.

Artemis Peric of OOZM added that the NGO humanitarian co-ordination needed to distribute aid jointly, which would mean equal treatment of the IDPs in practice.

Follow-up activities concerning issues and problems from the previous meetings
Aleksandar Krzalovski informed that contact had been established with Intersos on the content of the humanitarian parcels that would be distributed in the next six months. The agreed content of the parcels is as follows: 20 kg of flour; 2 kg of rice; 2 kg of sugar; 2 kg of oil and 2 kg of macaroni. The content is changeable; the parcels will be distributed to all registered IDPs in the third month after their displacement (the distribution in the first two months was organised by MCK/MKCM).

Since there are cases of overlapping concerning the distribution of food by local organisations, the organisations that distribute large quantities of humanitarian aid need to participate in the SPH's sector meeting son food. That will enable them to have a clear overview on the aid distributed to collective centres and host families.

The Crises Management Co-ordination Body made a decision not to limit the access of humanitarian food distributions to the crises areas.

After the discussion, the participants reached the following

Conclusions

  1. Improvement of the co-ordination of the assistance for the IDPs. All organisations that have lists of displaced persons need to motivate the registered persons to register with the Red Cross. The Red Cross will provide them with a parcel monthly.
    The organisations need to submit lists of the displaced persons to the NGO humanitarian co-ordination, in order to prepare a joint list of the displaced persons who are not registered with the MRC. Possibilities should be explored for those who, from various reasons, cannot obtain assistance from other sources.

  2. Possible locations for informing IDPs for protection of mines. Until the next meeting, the organisations need to submit proposals for possible locations, where, in co-operation with UNICEF, MKCK and MCIC, training on protection from mines and explosive material.

Next meeting will be held on 21.08.2001 (Tuesday) in MCIC's premises. The meeting will be chaired by Memedali Rahmani, Mesecina.

The meeting started at 14 hrs, and after the agenda was completed, the meeting ended at 16 hrs.
