of the 10th meeting

The participants determined the following

Introduction to the minutes of 9th NGO humanitarian coordination meeting
made Guner Nebiu, SAZM.
The minutes from the 9th meeting was accepted.
Ad.1
a) Emina Nuredinoska, MCIC, made introduction. The minutes of the 10th
meeting of NHC had previously been distributed to the participants.
Ahmed Jasarevski, DROM, again stressed the appeal to the donors for assisting
a 14-year old girl (displaced person) who needed medical treatment in
France.
Dragi Zmijanac, Medzasi, requested information from Macedonian Red Cross
about decision to stop with registration of IDPs after 11.09.2001.
b) The participants in the meeting submitted short oral reports, as well
as written ones, on the activities carried out in the previous week.
Food / non-food products
El hilal distributed food and hygienic products in the villages of Germo
(4 tons of food products), Lipkovo (15 tons flour and 20 tons of food
products), Brnjarci (3 tons flour), Vaksince (kitchen ware), Lojane (kitchen
ware).
Klasje na dobrinata, distributed 8 tons food in Vaksince and food parcels
for 400 families in Skopje.
Mesecina, in cooperation with Caritas, provided clothes for 120 persons.
OOZM lead action for gathering winter clothes for IDPs.
Coordination
The regional coordinative bodies in Kumanovo and Gostivar, regularly realised
their current activities. Ahmed Jasarevski and Memedali Rahmani submitted
information on the meetings in Kumanovo and Gostivar. The reports from
the meetings were distributed to the participants.
Reconstruction
MCIC, continued with reconstruction of objects with little damages in
Aracinovo, Brnjarci and Lopate.
Psychosocial support
Medzasi, SAZM, OOZM and ROZM "Daja" continually work on providing
psychosocial support to displaced children and women.
Other activities
Medzasi organized a visit to the theatre for displaced children. This
kind of visits will be organized every week.
DROM is active in the "Be for..." campaign. Also, in cooperation
with ARC, DROM organized training for working with computers, where displaced
persons are also included.
SAZM in cooperation with Austrian Red Cross organized training for knitting
for displaced women.
Ad. 2
Artemis Peric, SOZM, stressed that, still, the greatest problem was the
provision of schoolbooks to the displaced children.
Gjuner Nebiu, SAZM, asked whether the NGO Humanitarian Coordination could
do something additional about that issue.
The participants agreed that UNICEF's request to the local organisations
concerning the number of displaced children in and from crises regions
had been submitted late and that no help could be provided.
Ad. 3
The introduction was submitted by Emina Nuredinovska, MCIC, who stressed
that according to the assessment of the Government's Coordination Body
for Crises Management there was inequality in the distribution of aid
to restricted access areas. Namely, much larger quantity of food and non-food
items had been distributed to the Lipkovo area compared to the aid distributed
to the Tetovo area.
Rahmani Memedali, Mesecina, stressed that the villages of Ribnica, Bibe,
Grekaj, Tanuse and Niviste from the Gorna Reka area had submitted a request
for humanitarian aid and for demining, but it had not been replied.
Ad. 4
Memedali Rahmani, Mesecina, stressed that, in cooperation with Mesecina's
branch in Tetovo, a meeting of Roma organisations from the town had been
held and a decision had been taken to attempt to establish a coordination
body consisting of all relevant NGOs in Tetovo. He also said that there
was a need for a representative of that body to participate in the work
of the NGO Humanitarian Coordination.
Dragi Zmijanac, Megjasi, said that, in case NGOs of sufficient capacity
for humanitarian activities existed in Tetovo and which had proven themselves
in the past, the organisations from Tetovo could then participate in the
work of the NGO Humanitarian Coordination.
Dilbera Kamberovska of ROZM 'Daja' felt that, since there was a decision
not to enlarge the NGO Humanitarian Coordination, 'Milosrdie' needed to
be contacted first in order to determine their status in the NGO Humanitarian
Coordination. Then, another organisation from Tetovo could be included
in this coordination body, because that was needed.
After the discussion, the participants reached the following
Conclusions
- Additional meeting.
A meeting on the additional activities needed to be undertaken by the
NGO Humanitarian Coordination as a joint action for improving the situation
of the displaced persons, shall be held at MCIC's premises at 12:00
on 01.10.2001 (Monday).
- Establishment of a coordination body in Tetovo.
Mesecina's branch in Tetovo shall organise a meeting of NGOs from the
town and the humanitarian coordination body for this region shall be
established at the meeting.
- 'Milosrdie' shall be warned.
'Milosrdie' shall be warned for the last time, in order to determine
their status in the NGO Humanitarian Coordination. In case 'Milosrdie'
decides not to participate in the work of the NGO Humanitarian Coordination,
the possibility for including a representative from Tetovo will be discussed
upon additionally.
- Coordination of distributed aid.
Additionally, a meeting shall be held between the organisations
that distribute aid to the limited access areas in order to coordinate
and distribute aid appropriately.
