Introduction to the record of the first NGO humanitarian coordination made Abdurauf Prusi, El Hilal.

Ad. 2

Abdurauf Prusi, El Hilal, made introduction to the meeting. The record from the first meeting was distributed to the organization.

Saso Klekovski, MCIC, said that domestic NGO should be included in sectoral meetings. Possible option is to appoint domestic NGOs that will represent NGO humanitarian coordination to sectoral meetings.

a) The organization' representatives submitted short written and oral reports for their activities during the last week.

Displaced persons

SOZM formed Crisis centre for initial humanitarian add for displaced persons from Tetovo area.

In Gostivar are registered new IDPs from Tetovo area.

Food

El Hilal, provided 62 tons of food and non-food supplies for the area of Lipkovo. An application to the Coordination Body has been submitted for entering the area. Response for the humanitarian aid in Sipkovica is also expected.

MCIC distributes food to the collective centre in Dolno Konjare (for 100 IDP for 1 month), as well as for the new IDPs in the centres of Pelagonija (450 IDPs for 1 week) and Stiv Naumov (300 IDPs for 1 day).

Natyra distributed food parcels for 1453 displaced families in Kumanovo.

Health

No particular activities.

Water supply and sanitation

MCIC works on providing permanent water source for the Medical Centre in Kumanovo.
Natyra provided spare parts for repairing the water supply system in the village of Otlja - Lipkovo. There is still no permission from the Coordination Body for Crisis Management for entering into the village.

Shelters/hosting families

SAZM and El Hilal are distributing food and non-food supplies provided from private donations. For example, SAZM distributes food and hygiene supplies for IDPs in Kumanovo and clothes in Tetovo. El Hilal distributes hygiene parcels (from UNHCR) in Cair, Saraj etc.

Megasi in its shelter settled 14 children and women.

Humanitarian demining

El Hilal distributes mine protection materials from UNICEF together with the other aid distributed.

Psychosocial aid

ROZM "Daja" continues its activities in the women centre (consisted of 9 women NGOs), which is transformed into centre for IDPs' needs. Psychosocial support for women has been given through talks in groups. Similar activity is undertaken by SAZM and SOZM.

Humanitarian coordination

DROM provides logistic support to the NGOs Coordination Body in the Municipality of Kumanovo.

In Gostivar, a regional NGO coordination has been established of: Health workers association for protection of mothers and children and adolescents, Albanian Women Organization in Macedonia - Gostivar, Turk Women Organization in Macedonia - Gostivar, Women Organization in Gostivar, Mother's Hand, Society Development Association - Negotino Polosko, OKEH Millennium - Vrapciste, Centre for Peace Building, Uniteti, Mesecina. The meetings will be held every Monday at 15 o'clock in Mesecina, Gostivar.

Ad. 2.

Asmet Elezovski, DROM, said that it is necessary to establish a lobby group that would work on providing additional humanitarian aid for IDPs, because there is a shortage of it, compared to the Kosovo crisis.

Bajram Sulejmani, Natyra and Guner Nebiu, SAZM emphasized that another problem is the social situation of the hosting families, for which additional support is essential.

Saso Klekovski, MCIC, emphasized the need of reserve plan in case of further escalation of the crisis. In addition, the possibilities of registering of hosting families that would accept IDPs should be also considered.

Savka Todorovska, SOZM, said that their organization has already been making such lists.

After the discussion were resumed the following

Conclusions

  1. Condemnation of the attacks on the international and foreign organizations. The domestic NGOs condemn the attacks on the international and foreign organizations and appeal for peaceful expression of the eventual dissatisfaction.

  2. Improving of the addressing of the IDPs' needs. IDPs' and host families' needs are not adequately addressed. The aid is not enough and inappropriate. Similar situation is in the limited access areas. Domestic NGOs will prepare statement by which they will address the government and international organizations.

  3. Involvement in reserve plans. Local NGOs should notice what could be their contribution for reserve plan in case of escalation of the conflicts. Possible contribution is mobilization and registration of potentional host families.

  4. Access of the population to their private properties. It is needed to allow entrance of the population in crises regions in order to harvest the wheat.

  5. Better health protection for specific groups and free medicaments to IDPs. Improvement of health care is needed especially for handicapped persons, pregnant women and children in crisis areas. Supplying with medicaments is an additional problem that still cannot be provided for free.

  6. Better psychosocial support for women and children. It is needed an impovement for psychosocial support to women and children. Local NGOs, particularly those working with women and children should notice the possibilities for mobilization of domestic resources.
