1) Housing
1.1 IMG database(s)
"PIMS" (Project Information Monitoring System) database has
a prime objective to assist with the coordination of rehabilitation activities
on a regional and national level. It records only infrastructure projects
. The database is up and running, and, provided that NGO inputs are coming,
IMG will be able to give regular weekly progress updates.
"PRISM (???) database has a prime objective to assist the donor community
in providing information on the reconstruction needs.
IMG Exit Strategy
IMG is completing its engagement on 15 November. PRISM database will be
handed-over to one of the Ministries; while EU is still to decide which
agency (most probably NGO) will take-over PIMS database.
IMG Assessment
- 1,400 houses were assessed by Wednesday, 26 September
2001
- Daily rate of assessment is now 250-270 houses/day
- Assessment will be completed in 7 more days
Wat/San Assessment
UNICEF reported initial results of the assessment indicated limited damage
to wat/san facilities from the armed conflict, which however exacerbated
the chronic infrastructure problems, especially in water supply.
1.2 Framework and implementation
UNHCR Shelter coordinator approached the Crisis Management Centre with
request to simplify the security procedure for transportation of repair
materials to crisis areas. He will prepare, in cooperation with NGO Council,
3 pro-forma documents to facilitate obtaining of access permissions:
- Introduction for the Ministry of Defence on activities
and agencies involved, including details such as licence plates of vehicles
to be used;
- Weekly movement schedule form
- Daily movement schedule form.
1.3 Areas, activities underway
and proposed
It was reiterated that the coordination of activities in areas and villages
had the primary idea to have one agency working at one village in order
to facilitate implementation and ensure that no gaps or overlapping occur
at village level.
A provisional list of agencies' ongoing or proposed engagement at particular
area and villages was made.
The Chair called for series of short meetings on which agencies would
report their preferences for engagement in particular village in the 3
regions (tetovo, Kumanovo and Skopje) .
2) Schools and ambulanta
2.1 Assessment
UNICEF is finalising the schools priority list, including repair needs
based on the findings of the assessment and the criteria according to
which priority id given to schools with large number of pupils in areas
of large return.
UNICEF invited NGOs to report interest and capacity to engage in rehabilitation
of school damage
2.2 Activities underway and proposed
3) IDPs in host families (HF)
European Perspective report was postponed in order to discuss possibilities
to support HF in C3 and C4 damage areas.
Mercy Corps reported on possibility to propose a project financed by OFDA
that could target HF in addition to IDPs in Tetovo area.
UNHCR noted again the possibility to engage, through IRC, in procurement
of pre-fabricated houses.
4) IDPs in collective centres (CCs)
4.1 Activities underway and proposed
Save the Children (SCF) notified the meeting it would provide updates
on the next meeting.
5) Quick Impact Projects
5.1 Methodology
QIPS is to primarily support local community initiatives, i.e. initiatives
coming from the municipal offices or local NGOs. The receipt and selection
of proposals will be made through a multi-party committee consisting of
UHNCR, Government, Municipal and representatives of the agencies, an umbrella
body, that will coordinate the project. That body will be lead by an Int'l
NGO, possibly Oxfam, with which UNHCR is finalising an agreement.
5.2 Underway and proposed
A provisional list of interested agencies is attached in the Summary.
6) Issues from the floor
Mr. Tome Trombev, Deputy Minister of Transport and Communications,
in charge of preparation of the needs report for the Donor Conference
on fYROM, was to finalise the report and hand it over to the Crisis Management
Committee by Monday, 1 October 2001.

Mr. Paul Kurrion, the new Manager of the International
NGO Council introduced himself. He will be located at the CRS Skopje premises.
He announced the next NGO Council meeting will take place on Tuesday,
02 October 2001, at 15:30 hours at Aleksandar Palace Hotel.
MCIC suggested that the Government should make
announcement to the public of the scope of assistance that could be provided
for rehabilitation of damage. This would help to reduce the high expectations
arising among the potential beneficiaries of the level and value of upgrading
they could receive.
