Report from the 22 meeting of the NGO coordination

The report from the 22 meeting was unanimously adopted.

Ad. 1

a) G. Shabani from the MCIC reported on the 28th meeting of the NHC. As he said, Boge Cadinovski stressed that the activities are being reduced, although currently all activities are focused to the returning of the IDPs to their homes. The ICRC reported that only the people whose houses have suffered damage of third and fourth category would maintain the status of displaced persons.

b) The organizations submitted brief oral reports for their activities.

A.Krzalovski, MCIC, said that several visits were organized to the collective centers, however due to the holidays not all collective centers were visited.

A.Peric from OOZM reported that after the visit to some of the collective centers, the position of the IDPs remains unchanged. They refuse to return to their homes and they ask for temporary houses.

B.Sulejmani from Natira said that the activities for reconstruction of the houses in Matejce that suffered damage from third and fourth category have not started yet, and the government demands the IDPs to return to their homes. Natira has identified approximately 2,400 households that will be included in their food project.

V. Etemi from El Hilal said that some field assessments were being carried out in Brest, Malino, Tanusevci and Aracinovo, however they do not have any specific activities.

Ad.2.

D. Spasenovski from the International NGO Council said that holder of the project would be FIOOM. The budget will amount US $36,000, of which US $28,000 have been already provided. All local organizations will be invited for cooperation. the Executive Board of the project will decide for the division of the projects. according to the plans, an NGO congress will take place in November. From the local organization, Medjashi and MCIC have replied to the invitation.

B. Sulejmani from Natira said that the opening discussion was different. In this wat, he said, it seems as if we are doing a favor to the international organizations.

A. Krzalovski from the MCIC, explaining the reply from his organization, said that the MCIC cannot act as a leader but can join in the realization of the project on same level as the members of the NGO coordination.

D. Spasenovski, International NGO Council, said that the project has not started yet. The Council presented this idea to the local coordination first. Only the local organizations will benefit from this project by building their capacities.

A. Jasarevski from DROM reported that the Coordination Body from Kumanovo is no longer operational. He suggested several organizations from this town to gather and to see what they can do for the IDPs. The local population is dissatisfied from the work of the IRC and the other international NGOs.

B. Sulejmani from Natira added that meetings with 25 local organizations and a seminar focused on the swift-impact projects were organized. Only one project from Kumanovo was approved. He said that they did not received an answer to the applications they sent to the UNHCR.

A. Jasarevski from DROM said that their idea for opening of information center was realized by the IRC.

N. Rexhepi from the Coordination Body from Tetovo said that there were certain manipulations in the cooperation between the international and the domestic organizations. (signed agreements for financial support, and only assistance in ready product submitted). Regarding the projects submitted during the winter (submitted to the IRC) he said that they received no information about the status.

R. Memedali from Mesecina said that the Coordination in Gostivar is no longer operational. The IOM has opened an office in the town. As he said only civic activities and projects with small budgets were being supported, in order an image that many projects were supported to be provided. There is a long chain of decision-making and approval of the swift-impact projects. As he said, an appeal should be submitted to the UNHCR the projects to be submitted to the CRS and then to the UNHCR office in Skopje. He said that the Gostivar mayor has created a body that cooperates only with the international organizations, while the local organizations are neglected.

N. Rexhepi from the Coordination Body in Tetovo said that 23 Roma families from Radusa and Tearce have no access to their homes.

D. Kamberovska from Daja said that they would never again apply with projects to the international organizations. As she said, their projects were always rejected with an explanation that advantage was being given to the smaller organizations.

A. Krzalovski from the MCIC asked from the Council to see what the international organizations do for capacity building of the local organizations. The MCIC was the only organization that carried out training for crisis management. He said that there was an idea for a project for informing the IDPs. This would mean establishing contact between the IDPs and the local and international organizations and submission of information to these people. Regarding the distribution of fresh fruit (oranges) he said that this project would not be completely realized.

Chairman of the next meeting will be the El Hilal representative. Natira will participate at the NHC meeting.

The meeting started at 13.15h and was closed at 15.00.
