The record from the 21 meeting was unanimously adopted.

The Minutes of the 21th meeting was accepted unanimously.

Ad. 1.

a) G. Shabani from the MCIC reported on the 26th meeting of the NHC. The foreign agencies continue with their activities. The MCRC distributed food packages in the Gorna Reka region. The UNHCR is distributing building materials for 600 houses that suffered damage from 1st and 2nd category in the conflict-impacted areas. The implementation of several quick-start projects has been launched. The NGO Council reported on the Advisory Assessment Council and continues to gather data about the strategy and the future development plans and needs of the country.

b) The organisations submitted short oral reports on their activities.

D.Jovanova, SOZM, reported that the contacts with the displaced persons continue and that they get self-organized in order to help them in regard to their needs.

R.Memedali from Mesecina said that they have paid a visit to Cicino Selo where 162 families are accommodated (6 Albanian, 3 Macedonian and the rest Roma.) The collective center also accommodates social cases. He stressed that these people did not have blankets during the winter. The children received clothes just before New Year. The children under 4 years of age receive milk and the others receive powder milk. He suggested paying visits to the collective centers.

G.Zmijanac. Medjasi, reported that the displaced persons accommodated in their collective center would attend computer courses.

G.Nebiu from SAZM said that they paid a visit to the school in Aracinovo where they concluded that the hygiene is on an extremely low level.

A.Krzalovski from MCIC said that they would reduce the humanitarian activities and there is a stop in reception of oranges from Greece.

Ad. 2.

A. Peric, OOZM, said that the trust-building would proceed slowly. She gave an example of Albanian villagers who refused to speak to her in Macedonian.

R. Memedali from Mesecina stressed that all activities for trust-building ought to be realized step by step. There are different problems that need to be resolved. There are also social turbulences now. Regarding the meetings of the NHC, he said that nothing was going on except the reports for the realized activities. He believes that a joint meeting with the international organizations should be organized.

N. Rexhepi from the Coordination Body from Tetovo said that the memories of the conflict are still fresh and that some time should pass first.

D. Kamberovska from Daja said that displaced persons constantly call them to seek for advices. There is a need from meetings like last year.

A. Krzalovski from the MCIC replied that something was being prepared, adding that there was nothing concrete yet. He suggested the week plan for visiting the collective centers and coordination about the distribution of information about the situation on the field.

R. Memedali from Mesecina said that "we could tell the displaced persons that we came to assess their needs, and then we will address the NHC."

In the second part of the meeting was discussed about the initiative of NGO Council for collecting informations for the needs by regions.

D. Spasenoski, NGO Council, informed the present about the concept for gathering information for the needs in the different regions. The NGO Council had a meeting with OSIM (Soros) and with MCIC. The activities for gathering of the information would last approximately four months. This would include the NGO Coordination and OSIM.

A. Krzalovski, MCIC, said that MCIC supported this idea. The NGO Coordination is more focused on the crisis-impacted areas. OSIM has a network that could include other organizations. Krzalovski also said that the goal was too high, adding that more information, reports and assessments are needed. Human and financial resources should be provided for this operation, which will be the target regions. The NGO coordination could provide working groups that would operate in Tetovo, Kumanovo, Gostivar and in Skopje.

D. Spasenoski from the NGO Council believes that this joint effort did not demand financial assistance. The Council would provide the transport. OSIM would cover the regions of Stip and Veles, and the other regions would be covered by the NGO Coordination. Questionnaires would be submitted to the working groups in order to identification the needs, questions and the problems. He also said that this idea was being done in order to upgrade the capacity of the local NGOs and to enhance the NGO sector.

R. Memedali from Mesecina said that in Gostivar the ECPI network was functional. He said that it would be useful if the functioning of this project is shown on a chart.

Conclusion:

1.Development of a plan for a visit to the collective centers and till the end of the month all collective centres should be visited.

2.NGO Council, to develop an organizational chart for the project and to hand over to the participants of the NGO coordination, who till the April 12, 2002, should convey their marks, suggestions about whole initiative and their states about the participation of other NGO in regional groups.

The chairperson of the next meeting will be the representative of OOZM. SOZM will participate in the NHC.

The meeting was started at 13:15, and after the agenda was completed, it was finished at 15:15.
