The record from the 20th meeting was unanimously adopted.

Dimitar Spasenoski form the NGO Council delivered QIP's to the present organizations.

The Minutes of the 20th meeting was accepted unanimously. D. Spasenoski of the NGO Council distributed formats for quick impact projects to all present organisations.

Ad. 1.

a) G. Shabani, MCIC, informed about the meeting of the National Humanitarian Coordination. At the meeting, international organisations had reported on their activities. Boge Cadinovski of the Ministry of Labour and Social Policy informed about the meeting of the mayors of Kumanovo and of Lipkovo. An organised visit should be organised for the displaced persons of Matejce. Flora Latifi of the cabinet of the President of the Republic of Macedonia informed about the Message of the President for promotion of peace. A request was submitted by the displaced persons from Brest, Tanusevci and Malino to visit their homes. A brochure under the title "What is the Framework Agreement" was prepared for youth and primary school pupils.

b) The organisations submitted short oral reports on their activities.

A. Jasarevski, Drom, informed that the organisation had new premises. The campaign "Is Love Enough" was started. The central manifestations will be held in Skopje and Kumanovo. At the main squares, balloons, T-shirts and brochures will be distributed. The campaign is financed by Pax Christi and is overlapping with the 8th of April – the International Roma Day. During April, the new premises will be opened.

Z. Gorgioska, SOZM, repeated the problem concerning the return of IDPs to their homes and the problem with household property. Funds had been raised to assist one family.

G. Nebiu, SAZM, said that their activists had been visiting villages affected by the crises. Psychosocial support for IDPs had been carried out in their collective centres.

G. Saiti, Natyra, said that flour and oranges had been distributed in the Lipkovo region.

G. Shabani, MCIC, informed that a total of 3.830 parcels of oranges had been distributed to social cases in Kriva Palanka and to the inhabitants of Lipkovo.

D. Kamberovska, Daja, stressed that there had been no new activities concerning the displaced persons. Women's organisations had raised funds for a newborn baby at the "Kristal" collective centre.

N. Rexhep, Tetovo Coordination Body, informed about the activities of his organisation "Kham" concerning the project "Contribution to the community". Nine women had been employed as tailors. Some of the products had been sold to the German Caritas.

M. Gorgiev, PDAS "Megjasi", informed that the visits to theatres and cinemas had been carried out regularly. The Embassy of Switzerland had donated six computers for displaced persons in collective centres.

Ad. 2.

A, Jasarevski, Drom, stressed the need to prepare a strategy and to agree on common approach. Pressure should be put on foreign NGOs.

Z. Gorgioska, SOZM, once again emphasised the need to assist the internally displaced persons who wanted to return to their homes.

D. Kamberovska, Daja, said that cases of TBC were reported in Kumanovo. A diseased woman was accommodated at the "Kristal" collective centre. She also reported that rumours had been spread in Kumanovo that "Daja" and "Drom" had been selling oranges at the local market. The oranges had been said to be a donation of MCIC.

B. Sulejmani, Natyra, said that the work of this coordination aimed at solving/identifying problems. Unfortunately, all organisations lacked the most important factor – the assets. International organisations would implement the activities themselves, but the needed assets did not always reach the aimed target group. The NGO sector had, according to him, assisted in conflict resolution. This coordination had a great role in it.

B. Spasenoski, NGO Council, informed about an idea for a joint project of the NGO Council and the NGO Coordination. The organisations would be divided in 8-10 regions and would gather information on the needs and the problems. A congress of local NGOs would be held, where a 'white book' would be prepared. The book would then be distributed to the Government of the RM and the Governance Board of the Transitional Framework, with a possibility to allocate a part of the assets from the donor conference to local NGOs.

Conclusion: All organisations supported this idea.

The chairperson of the next meeting will be the representative of Daja. Natyra will participate in the NHC.

The meeting was started at 13:15, and after the agenda was completed, it was finished at 14:45.
