Introductory remarks
The Chair proposed the following agenda:
- Report from the CRIM
- Areas of Responsibility, progress, and other activities
- Skopje
- Tetovo

- re-deployment of the Macedonian Police
- Experiences so far in shelter implementation

It was explained that housing ill be discussed within
the areas of responsibility, while schools and ambulanta as well as collective
centres will be discussed within the QIPs.
The Chair announced that concerned agencies will be
asked to establish a focal point on housing that would facilitate exchange
and updating of information contained in the spreadsheets.
Note was made of the absence of the representative from
the European Agency for Reconstruction.
1. Report from the CRIM
The Chair reported on the discussions lead within CRIM which could be
summarised in 3 points: 1) the CRIM established that the communication
with beneficiaries was not at a satisfactory level and, in repsonse, the
Chairman, Mr. Trombev, Deputy Minister of Transport and Communications,
recommended that one-off meeting is held with all the Mayors next Wednesday
to present them the Government Strategy and procedures established; 2)
an Action Plan will be produced by Mr. Trombev and presented in the course
of the next week and Government's standpoints will be announced in public,
to allow all the actors be able to refer to it; and 3) better resolution
of the reconstruction efforts by EAR (European Agency for Reconstruction)
and the relief/repair undertaken by bilateral donors was needed that should
define better what the NGOs were to be doing and how would they engage
in the later reconstruction efforts.
Mr. Trombev announced that the press conference to announce
Government's Strategy and Action Plan that was initially to take place
that day, was postponed for a week due to the announced beginning of the
redeployment of the police to the villages in the crisis regions. Mr.
Trombev noted that both the National Strategy on Repair and Reconstruction
and the Action Plan are available on the web site: www.aidmacedonia.org.mk.
2. Areas of Responsibility, progress,
and other activities
The Chair presented the updated spreadsheets for the
areas of responsibility (AORs Skopje, Tetovo and Kumanovo) and invited
agencies to go through them and seek corrections if necessary.
In the absence of the EAR, the Chair included in his
presentation of the activities of all implementers a brief summary of
the proposed or committed actions of EAR IPs, as described in the AOR
spreadsheet presented to the EAR.
Progress was noted down for further update of the sheets.
3. Quick Impact Projects (QIPs)
Ms Theresa Obradovich of UNHCR reported that the first selection committee
was held the day before. It was noted that many of the submissions were
for schools, hence the agencies were encouraged to propose to the communities
to consider intervening in other areas too.
Ms Obradovich invited agencies present to go through
the spreadsheets and fill in data concerning schools and ambulanta, water
and other facilities .
A short QIPs training session was held on Tuesday, 16
October at UNHCR for agencies interested to take part in the QIPs programme.
Copies of the explication forms distributed during the training session
could be obtained through Ms Obradovich for those who did not attend or
would like to receive additional copies.
Ms Obradovich announced that submissions of QIPs proposals
have to be made by COB on Mondays at the latest in order to be reviewed
by the selection committee that week.
As regards the bulletin board, two spreadsheets were
received so far on small community based projects, one of which was developed
by the UNDP employment generation team. Both of them will be circulated
to the participants by e-mail.
IRC, which is completing the upgrading of the 3 CCs
(collective centres) in Kumanovo area, reported that IDPs are still accommodated
at some 20 CCs countrywide. Many of these CCs are located at facilities
that have heating problems and are in need of general repair works, which
could all be addressed though the QIPs programme. Agencies were therefore
invited to express interest in undertaking activities at CCs through the
QIPs, at which Goal, Intersos and DRC expressed their interest.
4. UXOs and UNMAS
In absence of the UNMAS representative, the Chair briefed the meeting
of the availability of information at the MAO (Mine Action Office) on
the areas where presence of mines was registered. Any agency with security
concerns may contact the MAO in Skopje and collect a map with information
on mine locations.
5. Access
5.1 Experiences
Movimondo noted that it had no problems so far with access, security or
movement within the crisis areas. UNHCR though still had problems to access
areas North of Kumanovo, while ADRA could not enter south-western parts
of Tetovo.
5.2 Re-deployment of the Macedonian
Police
The Chair briefed the meeting that the redeployment of the Macedonian
Police has been announced to start on Monday next week. He reminded the
meeting that the attempt for redeployment the previous week disrupted
the shelter activities and advised concerned agencies to take note that
could happen again.
6. Experiences so far in shelter
implementation
Agencies currently implementing shelter repairs, such as MCIC and Movimondo,
had nothing of interest to report.
7. Any other business
The new Programme Manager at Oxfam, Mr Graham Mackay
was introduced.
The next Shelter Coordination Meeting will take place
on Friday, 26 October 2001, at 09:15 hours at UNHCR Office.
