1.Funding status for category 3 and 4 houses – (UNHCR)

It was reported in the 4 June CRIM meeting that the funding that has recently been approved from the Dutch and German Governments will cover roughly 150 Cat 3 and 4 houses. The Dutch € 2.5 million will cover some 125 houses in Alasevce, Goshince, Lakar Mala, Veshala, Runica and Neprosteno, and the German € 500,000 will cover all the houses ( some 30) in Tearce and Sipkovica municipality (Tearce, Gajre and Lisec).

EAR reported that the EU Ministerial Council has endorsed a decision to re-allocate for reconstruction, and, subject to agreement with the government, € 3.6 million from the 2001 infrastructure funds.

No progress in the MCIC effort to identify potential new funding for the outstanding gap. MCIC notes that the situation is becoming critical, especially regarding Aracinovo as "Zora" association has had some positive indications that Aracinovo IDPs may be persuaded to return.

2.Gap analysis and priorities – (UNHCR)

Further to the gap analysis and priorities required by the EC, an estimate was made where the gap is and which are priority areas of intervention. The Chair has requested input from the I / R sector group for the exercise. A copy of the resulting gap analysis and priorities matrix, prepared by UNHCR and IMG, was shared at the meeting. Comments, inputs and concerns were sought from all agencies.

Solidarites commented that Brest, SCG, should be considered a priority. Note was made that the reconstruction needs there can not be fully addressed until the area is cleared of UXO / Mines. EAR highlighted the difficulties experienced in Opae and Matejce and the persisting occurrence of vandalism on newly repaired or reconstructed houses. In conclusion of the discussion, it was noted that the current situation may not improve overnight and that the current reconstruction effort, coupled with confidence building measures will show results at least at mid term.

3.Infrastructure QIPs: Update – (CRS)

So far 110 proposals were received and 67 approved with US$ 810,000 allocated. 1/3 of the approved proposals are outside of the conflict areas. In the last Selection Committee, 11 new proposals were approved, out of which 1/2concern WES. As some Mayors were not familiar with the QIPs criteria, they are attached to these minutes, so that agencies could share them where required and appropriate.

EAR reported on the € 30 million infrastructure project that will support municipalities countrywide in 4 sectors: water, environmental sanitation, roads and public buildings. The Ministry of Local Self Government should implement the project, but due to lack of resources, the implementation will be carried out by the EAR Project Implementation Unit. Proposals by the municipalities will be reviewed and approved by a Steering Committee composed by EAR, ZELS (Association of Local Self-government Units) and the Ministry of Local Self Government.

4.Schools: Update – (UNICEF)

List of rehabilitated schools was shared in the meeting. Copy was provided beforehand to IMG for inclusion in the PIMS together with the list of schools in need for rehabilitation.

Education Working Group continues meeting bi-weekly although with low attendance.

5.Health facilities: Update – (WHO)

No major developments are reported. The ARC mobile medical teams are providing services in the Lipkovo municipality area. IRC teams that are covering Vaksince have experienced some difficulties.

IRC plans to explore possibilities of deploying a mobile medical team in the SCG area, but the visit can not take place due to Mine / UXO security concerns. Solidarites is interested in rehabilitating the Malina Maala ambulanta and, before taking any commitment, it will further enquire with WHO and Ministry of Health (MoH) if a doctor could be deployed once the ambulanta is repaired.

6.Water and Sanitation: Update – Vladimir Kuculovski (UNDP)

UNDP Kumanovo project(s) are still waiting for a "no objection" note from HQ, but will hopefully start being implemented next week. At of the project funds may be reallocated as some of the municipalities have received funding through the government. In such a case, UNDP would be interested to take up works on a water catchments in Staro Selo and will contact UNMAS for mine security information before exploring the site.

UNDP raised the open issue of identifying a WES lead agency with appropriate experience and coordination capacity. A short discussion followed among the group, EAR and IMG, without any conclusion being taken.

7.IMG database: Distribution of updates and status - (IMG)

Some 181 projects have been entered in the PIMS. IMG continues keeping track, on voluntary basis, and contacting donors for inclusion of data.

EAR noted that some projects are entered in its "local government development" database.

PIMS printouts were not provided as only 4 new projects (UNDP) have been recorded last week. Solidarites and USAID/CSHI projects entries are in progress.

The next Infrastructure / Rehabilitation meeting will take place on Friday, 21 June 2002, at 09:15 hours at the UNHCR Office.

8.Shelter

EAR reiterated that there is still a gap in covering some 400-500 Cat 3 & 4 houses.

IMG has completed reconstruction in Matejce, Opae and Tearce. 962 houses will be covered with the current programme.

In addition to 607 houses covered under Phase 1,some 700 Cat 1 and 2 units are being covered Phase 2, the completion of which will spill into July due to suspension of works in 11 SCG villages because of pending mine clearance.

UNHCR shelter programme is phasing out. By July/August it will have completed the bulk of Cat 1 and 2 houses. The focus will then shift to the QIPs programme. UNHCR will however be on stand by to cover any emerging Cat 1 and 2 houses gap.

Other updates on infrastructure programmes

Malteser has started implementing the "tools kit" project. Priority is given to Cat 1 and 2 beneficiaries in the mountain villages.
