Introductory remarks:

The Chair proposed the following agenda:

1. QIPs & Community Projects: Update (UNHCR)

UNHCR QIPs programme is ongoing with 16 proposals approved and US$ 160,000 allocated so far. Project details will be provided in the next meeting. QIPs application forms are available with Ms Obradovich, UNHCR QIPs Coordinator, and can be passed on in the field by interested agencies. QIPs inputs for the PIMS are somewhat delayed and UNHCR will endeavour to speed up the data provision.

No major developments were reported by the Community Projects (CP) group. The majority of proposed and ongoing projects concern "bread and water". Close coordination is needed with the Infrastructure / Rehabilitation group to prevent overlaps. An additional link will therefore be provided through UNDP that will begin to participate regularly in the CP meetings.

CP Matrix is being extended to include projects throughout the country and will hopefully be shared in the next meeting.

2. Schools: Update and Priorities – (UNICEF)

Due to UNICEF’s absence, update will be provided in the next meeting.

3.Health facilities – update (WHO)

Additional rehabilitation works on the temporary ambulanta object in Radusha are ongoing. Materials were distributed through CRS yesterday and works should be completed in 7 days.

No new developments on Lipkovo ambulanta upgrading. WHO will not pursue the issue until the Ministry of Health requests assistance.

Medical equipment and furniture were delivered to ambulantas in Matejce, Slupcane and Nikustak and ARC mobile teams are expected to start providing primary health care services at these ambulantas next week.

4.Water and Sanitation - General Overview and Update (UNDP)

UNDP tender for the Kumanovo alternative water supply will end on Monday and implementation should start within a week. UNDP water supply projects in Jegunove, Vratnica, Staro Selo and Tetovo and the Tetovo town sewage system project, that will be implemented in co-ordination with CARE, should start by the end of next month. These projects were recorded in the IMG PIMS. PIMS WES inputs have however not improved and some projects are still missing.

UNDP has contacted Acted for update on water projects in the Tetovo region. UNDP is currently double-checking with the Ministry of Transport and Communications (MoTC) if these match Government’s priorities.

Agencies are invited to forward all WES projects to UNDP which can promptly contact MoTC to facilitate communications.

5.IMG database - progress of data entry

PIMS printouts were not provided as only 4 new projects (UNDP) have been recorded last week. Solidarites and USAID/CSHI projects entries are in progress.

IMG reiterated that major donors have still not provided information for the PIMS, and asked advice how to promote data entry. UNHCR suggested individual calling and reminding donors. UNHCR will follow up with IOM on the CBI projects entry.

6.Shelter

-Comments on House Repair Brochure

SNI reported that the NGO Council decided to postpone finalisation of the brochure on reconstruction standards to allow comments by CRIM and other actors.

-Progress on repair and reconstruction programmes

Phase 1 of the UNHCR Shelter Programme is ongoing. In Phase 2, that should start in April and end in June. UNHCR intends to target some 600 additional houses and fill in the Cat 1 and Cat 2 gap.

IRC and SNI announced further gaps may appear, as returnees in Kumanovo area have reported some houses were not covered at all that municipal authorities apparently omitted to note at time of beneficiary lists approval. Agencies that received such reports should compile a list and submit it for review by the group.

European Perspective provided update on the reconstruction works in Aracinovo and Orlance. UNHCR Field Unit conveyed that, due to persisting obstructions to reconstruction works on Macedonian houses in Opae and Matejce, CAD decided to work overnight under lights and TFF protection so that it could complete the reconstruction and pool out in 2 weeks.

The German CIMIC, TFF, reported that all projects planned have been approved for funding and contracts are now under preparation to start implementation in end April and beginning of May. No further funds are expected for this year.

-Progress of IMG reassessment (IMG)

60% of the targeted areas have been covered so far, with Jedoarce, Otunje, Poroj and Neprosteno assessed in the last couple of days. Details are available with IMG.

As agreed earlier, IMG prepared a map for Aracinovo that should indicate works carried out by different agencies on 1,500 houses entered so far. Concerned agencies can obtain copies of the map from IMG.

7. Any Other Business

IMG has assisted the Mine Action Centre (UNMAS) to better organise the IMSMA database which can now produce easy-to-use A4 format maps indicating mine/UXO locations.

The next Infrastructure / Rehabilitation meeting will take place on Friday, 19 April 2002, at 09:15 hours at the UNHCR Office.
