Post-crisis rehabilitation - MCIC Situation Reports |
17-23 December
On December 19, the MCIC distributed 4,000 kilograms
of animal feed, 50 kilograms of flour, 200 bottles of sunflower oil (0,75l),
100 kilograms of sugar, 100 kilograms of salt and 100 packages of hygiene
products to the village of Cerovo. The MCIC teams could not enter in the
village of Merovo due to the snowstorm. On December 21, the MCIC distributed
154 sacks of animal feed to the villagers of Tearce, and on December 22,
total of 7,200 kilograms (180 sacks) of animal feed were distributed to
the villagers of Dobroste.
26 November - 2 December
The UN Food and Agriculture Organization - FAO
and the Ministry of Agriculture, Forestry and Water-supply, the agricultural
unions in Macedonia, as well as the "Care" and "Acted"
organizations have started distribution of animal feed for 18,000 farmers
from Kumanovo, Tetovo, Gostivar, the region north of Skopje, as well as
the regions impacted by the drought. This project is worth US$ 1,3 million
and is realized with financial assistance from the Dutch and Norwegian
governments.
To 1,500 families, the Care has distributed 150 kilograms of wheat seeds
and 150 kilograms of fertilizers per family in Lipkovo municipallity.
The UNHCR distributes firewood for the citizens of Neprosteno. Total of
345 cubic meters of wood have been distributed to 172 families, i.e. two
cubics per household.
In the period between November 27 and November 30, the MCIC distributed
96,700 kilograms of food for live stock for the citizens of the regions
impacted by the crisis. In the Kumanovo region, 128 bagss have been distributed
at Novo Selo, 162 at Umin Dol, 190 at Ljubodrag, 500 at Matejce and 121
at Otlja. In the Tetovo region, 63 bags have been distributed in Lesok,
127 at Neprosteno, 252 at Tearce, 77 at Prsovce, 111 at Gloge and 203
at Dobroste. Each household receives one bag of food for live stock (one
bag is 50 kilograms.)
19-25 November
The European Commission will grant €12 million
to Macedonia, meant for reconstruction of the infrastructure and houses
damaged in the conflict. €4,5 million will be meant for reconstruction
of the electricity network used by 100,000 users from Tetovo, Kumanovo
and Aracinovo. These funds will be also used for reconstruction of 500
houses, which will enable to 3,500 displaced persons to return.
12-18 November
Elektrodistribucija, a public
owned electric power supply enterprise, works on reconstruction of the
powersupply infrastructure in the Kumanovo region, where almost six months
the villages in this region are without electricity.
UNHCR approved 17 projects from the QIPs Programme.
5-11 November
CARE distributed 300 tones of wheat seeds in the region
of Tetovo.
CRIC distributed animal feed for 300 farmers, with funds from ECHO.
29 October - 4 November
Teams of " ELEKTROSTOPANSTVO" Macedonia performed
an estimate of the electrical network in 16 villages in the area of Lipkovo
municipality on 29th October and registration of the damaged long0distance
power line and cut cables. For the purpose of functioning of the electrical
network and provision of normal living conditions in these villages, repairs
and sanation of the same was performed.
The coordinative body for dealing with crisis, after the appraisal performed
on behalf of the expert teams, presented its Action Plan for reconstruction
of the damaged objects in the crises regions, as well as the damages in
the economy. From the estimation it has been assessed that the total damage
is 75 million Euro, out of which 12 million Euro refer to the damages
in the energy supply system, 3.06 million Euro refer to the road and rail
traffic, 0,43 million Euro to the water supply network and 62 million
Euro to the damages of the building sites.
UNHCR bus started a line on the relation Kumanovo-Vaksince-Lojane. The
bus shall cover the line twice a day.
22-28 October
EU Ambassador to Macedonia, Jose
Pinto Texeira has visited the displaced persons in the Kumanovo-Lipkovo
region who have been accommodated in the collective center in Dolno Konjare.
On that occasion 100 citizens were granted humanitarian aid consisted
of cattle food.
Teams of Macedonian Electrical Company have been repairing the damages
electrical network in the crisis areas during the last week.
15-21 October
The Foods and Agriculture Organization of the United
Nations arranged distribution of the first shipments with winter wheat
seeds and artificial fertilizers, assistance for the Macedonian farmers
from the regions struck by military activities and draught. The project,
which is supposed to start tomorrow, is in coordination with the Ministry
of Agriculture, Forestry Waterpower Engineering, the Macedonian agricultural
unions and the "Care" and "Acted" humanitarian organizations.
The Foods and Agriculture Organization of the United Nations supplied
1.375.000 thousand dollars for project realisation. FAO will take part
with 400.000 dollars, while the American Government, i.e. the "OFDA"
organization, will give the remaining 975.000. The assistance will be
sent to 13,600 agricultural homes in Kumanovo, Tetovo, Gostivar, the northern
part of Skopje and to the draught-stricken regions. Each of these families
will receive 150 kilograms wheat seeds and the same amount of artificial
fertilizers.
MCIC had distributed 24 tons of artificial fertilizers for the villages
of Ljubodrag, Umin Dol and Novo Selo.
8-14 October
The UNHCR is preparing assistance for the citizens of
Neprosteno for renewal of the cattle fund, destroyed during the military
actions.
1-7 October
The European Union and the Macedonian Power Company
signed an agreement for a donation of 10,5 million Euros, which will be
utilized in order to restore the electro-energetic infrastructure, which
was damaged because of the military action in the crisis regions.
24-30 September
The expert team for damage assessment, comprising
representatives from the Ministry of Transport and Connection in association
with IMG from September 24 started conducting activities in Lipkovo, Slupcane,
Tetovo, Vejce, Lavce and Selce. Hitherto, estimations have been made of
1,660 damaged buildings, about 70% of which have first and second category
damage, 20% are from third category and 10% are fully destroyed. The prioritized
assessments are planned to be finished until the end of September, so
as to perform the preparations for the donor conference, which is to take
place on October 15 in Brussels.
UNHCR in cooperation with the European Union and other independent agencies
for aid is planning until the end of the year to reconstruct about 1,500
houses in the crisis regions. UNHCR shall repair the less damaged houses,
while the EU will repair mainly more severely damaged buildings.
17-23 September
The damage assessment team concluded the damage assessment
in Aracinovo, where a total of 1.500 houses were assessed. Previously,
the damage of 20 houses in Lopate, 12 houses in Brnjarci and 23 in Mojance
had been assessed, as well.
According to the initial assessment of the expert teams carried out in
Tearce and Lesok, a total of 200 objects are damaged in these villages.
The expert teams consisted of expert representatives of several ministries
and the local authorities. The total damage is assessed at 15 million
German Marks. The European Union announced the beginning of the reconstruction
of damaged houses in the two villages.
On September 21, UNHCR introduced bus lines for the displaced persons
to the villages north of Tetovo to the border crossing Jazince. The transport
was organised at the request of the Macedonian Government. The buses will
operate three times a day.
10-16 September
The team for evaluation of the
damage has so far carried out an estimation on 1,300 buildings in Aracinovo.
The evaluation in the other areas will be carried out by IMG (International
Management Group), which, in cooperation with the Ministry of Transport
and Communications, started an evaluation process in Tetovo area (Tearce,
Lesok, Slatina) and Kumanovo area (Opae and Lopate).
3-9 September
The team for estimation of the
damage has made estimation on about 600 buildings in Aracinovo.
27 August - 2 September
The Government of the Republic of Macedonia, the UNHCR
and the IMG are reconciling the Object Reconstruction Strategy, as well
as the formats for damage evaluation.
20-26 August
On August 24th in Aracinovo,
El Hilal started giving 420 mattresses from UNHCR to the displaced persons
that have returned to the village.
13-19 August
After a one-week break UNHCR/MCIC resumes the abolished
distribution of tarpaulins in the Skopje village Arachinovo.
6-12 August
UNHCR/MCIC after the distribution of 1,500 plastic tarpaulins
in Arachinovo on August 3rd, temporarily stopped further distribution,
because of the newest escalation of the conflict in the region of Skopje.
A basic agreement for the rehabilitation of the houses
in Arachinovo has been achieved and it is as follows: UNHCR/MCIC for category
1 and 2 (reparation of small damage); USAID for category 3 (larger damage);
and ECHO/Movimondo for categories 4 and 5 (significant repairs or building
of new objects). Movimondo still cannot begin its activities because it
has not been registered in Macedonia.
23-29 July
Local hygiene service in Aracinovo buried 500 dead livestock.
The teams removed around 80 tons of spoiled food from the houses and 150
tons of waste.
16-22 July
At the present, the biggest problem
in Aracinovo is water and electricity. Examinations have shown that in
the village there is shortage of pure drinking water, and there is no
technical water as well. One of the reasons for this is the shortage of
electricity. For partial water supply of the inhabitants, after their
return to the village, water from cisterns will be provided.
9-15 July
The Sanitary Service in the Municipality
of Aracinovo collected around 120 corpses of dead livestock. The animals
are being buried in special burrows. There is also a possible danger of
diseases in the crisis areas where the animals' corpses have not been
removed.
3-8 July
The infrastructure reconstruction in Aracinovo
began. In Aracinovo, "Elektrostopanstvo", an electric power
production and distribution company, started repairing the damaged installations
from Skopje to the village. Checkings of the local water supply system
have been started by chloring the water. At present, the water from all
natural sources and the local system is forbidden for use. Sanation of
the land has been started by collecting the dead livestock. An urgent
reconstruction of the local ambulance is needed. The inhabitants still
wait the Government's permission to enter in Aracinovo.
